The garden was constructed in the fall of 2011 by the North American Rock Garden Society, Allegheny Chapter. Members visit the garden twice each month for maintenance. As with all gardens, it will continue to grow and mature. However, the plan is to complete initial structure and plantings in time for the NARGS 2012 Eastern Study Weekend to be hosted by the Allegheny Chapter. The conference brochure refers to it as the National Aviary Garden, because it is located on the grounds outside the National Aviary on Pittsburgh's North Side.
