Closer view of gigapan.org/gigapans/33895/ Here you can see the repairs going on with the concrete at the base of the towers with a lot of exposed re-bar yet to be filled with new concrete. Moving clouds were causing the stripes.

This panorama was shot using a Canon EOS 5D Mark II on the new Gigapan Epic 100. The shutter was set to manual mode since the angle of the 5D's shutter is a bit too steep for the Epic 100's robotic finger.
