Your memory is much better than my visual acuity. Take a look at this GigaPan of Kimmeridge Bay, taken by Tony Bates www.gigapan.org/gigapans/32097/ The pipe or hose is there as well as the fire engine.
I wondered about this too. From memory I think it is metal pipe rather than a hose - the orange discolouration is rust I think. My guess is that the pipe used to be undeground but has become exposed as the cliff has been eroded. Perhaps it is (or was) an oil pipe?

What else could this be? And if it is connected to the fire engine, than what is the purpose of the hose in this particular setting?
