The hose appears to be going over to the oilwell www.gigapan.org/gigapans/82276/snapshots/225785/ and this hose is not a high pressure hose, so there is no oil being pumped through it. This entire scene is very curious ... also we see no firemen is the panorapa, so theye are not looking at people near the water. They are out of sight taking care of this hose business ... very, very curious.
