Here’s a list of freeware I’ve used to work on gigapans for those on a budget, feel free to make suggestions.

Gimp – similar to Photoshop, I’ve used it up to 500 megapixel images, not sure about larger sizes.

UFRaw – plugin or standalone for Gimp to edit RAW files. You can set it to automate multiple photos with minimal programming.
